Request ====================================================================== From: Lysander Demos To: RecordRequest@greenbaywi.gov Date: Tuesday, August 25, 2026, 9:39 AM CDT Subject: Wisconsin Public Records Law request — ALPR (Flock Safety) hotlist configuration Under Wisconsin's Public Records Law, Wis. Stat. §§ 19.31–19.39, I request copies of the following records held by the Green Bay Police Department concerning its Flock Safety automated license plate reader (ALPR) system: 1. A record sufficient to show which NCIC record types or hotlist categories (sometimes called "NCIC topics") the Department's Flock Safety system is currently configured to receive alerts from — for example, an export, report, or screen capture of the hotlist or alert-source configuration page in the Flock administrative interface — including whether the NCIC "Immigration Violator" file is among the enabled categories. 2. Any record showing changes to that hotlist or alert-source configuration from January 1, 2024 to the present, including records showing any NCIC record type being enabled or disabled and the date of each change. 3. Any written policy, directive, standard operating procedure, or configuration documentation implementing the "prohibited uses" listed on the Department's Flock transparency portal (which lists "immigration enforcement" as a prohibited use), including any record stating how that prohibition is enforced in the system's configuration or in audits of searches and alerts. 4. If the NCIC Immigration Violator file is or has been enabled during the period since January 1, 2024: a record sufficient to show the number of alerts generated from that file during that period. If no records exist that are responsive to any of the numbered items above, I request written confirmation of that fact as to each such item. This request seeks system-configuration and policy records only; it does not seek any driver record data subject to the Driver's Privacy Protection Act, and no DPPA-permissible-use basis should be needed. I prefer to receive records in electronic form by email. Please advise of any fees before incurring costs exceeding $25 and provide an itemized estimate. If any portion of a record is withheld or redacted, please state the specific statutory or common-law authority for each withholding, as required by Wis. Stat. § 19.35(4). I can be reached at contact@peopleoverprivilege.com. Thank you for your assistance. The Green Bay Police Department does not generate the reports or logs that were requested.
