Request ====================================================================== From: Lysander Demos To: mpdopenrecords@milwaukee.gov Date: Saturday, July 25, 2026, 12:29 PM CDT Subject: Wisconsin Public Records Law request — cell-site simulators / IMSI catchers Under Wisconsin's Public Records Law, Wis. Stat. §§ 19.31–19.39, I request copies of the following records held by the Milwaukee Police Department: 1. Any standard operating procedure, standard operating instruction, general order, training directive, or other written policy — currently or previously in effect — governing the acquisition, deployment, use, data retention, or disclosure of cell-site simulators (also known as IMSI catchers or "Stingrays") by the Milwaukee Police Department. 2. Any non-disclosure agreement, memorandum of understanding, or similar agreement between the Milwaukee Police Department and the Federal Bureau of Investigation, the Harris Corporation (now L3Harris Technologies), or any other party concerning cell-site simulators or their use. 3. The current contract(s), and any amendments or extensions, between the Milwaukee Police Department or the City of Milwaukee and Tactical Support Equipment, Inc. — or any other vendor of cell-site simulator equipment or services — for cell-site simulator equipment, including the most recent extension. 4. Any form, template, checklist, or standing instruction used to obtain or document legal authorization (search warrant, court order under Wis. Stat. § 968.373, or otherwise) before a cell-site simulator is deployed, and any record stating the level of judicial authorization the Department requires before deployment. 5. Any deployment log, audit log, annual summary, or similar record sufficient to show, for January 1, 2020 to the present: (a) the number of times cell-site simulators were deployed, and (b) the categories of data collected during deployments and the period for which that data is retained. If no records exist that are responsive to any of the numbered items above, I request written confirmation of that fact as to each such item. I prefer to receive records in electronic form by email where possible. Please advise of any fees before incurring costs exceeding $25 and provide an itemized estimate. If any portion of a record is withheld or redacted, please state the specific statutory or common-law authority for each withholding, as required by Wis. Stat. § 19.35(4). I can be reached at contact@peopleoverprivilege.com. Thank you for your assistance. ====================================================================== 2. Follow-up ====================================================================== From: Lysander Demos To: mpdopenrecords@milwaukee.gov Date: Sunday, August 23, 2026, 11:11 PM CDT Subject: Re: Wisconsin Public Records Law request — cell-site simulators / IMSI catchers (filed 2026-07-25) On July 25, 2026, I submitted a public records request to this address under Wis. Stat. §§ 19.31–19.39 concerning cell-site simulators (the full request is reproduced below for convenience). I have not received an acknowledgment or response. Wisconsin's Public Records Law requires a response "as soon as practicable and without delay" (Wis. Stat. § 19.35(4)(a)). Four weeks have now passed. Could you please confirm receipt of the request and provide an estimated date by which I can expect a response or a fee estimate? If any portion of the request is unclear or could be narrowed to speed processing, I am happy to discuss that at this address. Thank you for your assistance.
